Once you fill in the new owner's details on the V5, the plate is effectively his.

If it's a Cherished Private Plate I don't think you ever own it out right. I believe the Price you pay is to have the Plate put into your name, for you to Display. The Plate I believe is still own by the DVLA. They can withdraw the plate at any time for misuse ie:- Incorrect spacing of letters or numbers. If it is withdrawn you or anyone else will never get it back...................I think

I have differing experiences with transfers, the scottish system seems to do it instantly, Inlaws in Hawick seem to transfer very quickly as you describe. I'm in the process of changing a car and transfering via a dealership for the second time in three years and its an absolute headache. Can you or anyone one else come up with a definitive guide, come checklist to help the owners/dealers to do this as painlessly as possible. The dealers around my way associate personalised plates as deal breakers so this would be helpful
