its the frame rate of camera as all a video is, is a shed load of pics mashed together the lower the frame rate (FPS)the more youd see this its the same when you see a helicopter on tv the blades can be seen a lot of the time where as in real life you wouldn't see them when turning if you get the right number of FPS v the right speed in RPM of blades this can happen

Seen this months ago on MSN long term car tests or whatever it was called,waited and waited weeks for them to show the vid on msn,only to be shown what i would call a crap vid.I remember thinking to myself was that it,that was the chase/persue :zzz:

Definately staged. After stopping the video in various places, and getting the reg numbers of the vehicles, if uou do a DVLA vehicle enquiry, all the "police vehicles" come up with the cost of the road tax -- police vehicles have a zero tax band!

Yes it is a common occurrence to find film crews waiting around in their vehicles to place themselves opportunistically in front of known perps so they can catch those exciting moments on film. Must be like wildlife photography - spend a year waiting to get 5 minutes of footage.
