As title can I fit steel wheels with 312mm brakes on, I've had a look in the search option but nothing come up or does anyone know where I can get some winter tyres to fit standard vrs wheels

yes 16 inch steel will be fine over 312s

Standard VW 16" steels as found on golf/beetle and spare wheels are 6.5" wide, ET42 and fit fine

I've bought plenty of tyres there, including the Goodyear winters last year.

Also 195s tyres fit well to 6.5" wide steelies, here's mine:

They were cheaper than 205s when I looked and should help a bit in the snow being narrower.
