I now we can't move a vehicle that does not have tax, mot or is sorn, but our trucks can because they have o licence, but this is only on some fleet and businesses  accounts

 but spec lifts can't do it as some wheels are on the ground,

but the company I work for are a belt and braces company so you may well be right

 

If your van is yellow or orange, then as I understand it, it has tacho excemption as it's a recovery vehicle (this is why you can tow a 1.5 tonne car with your 3 tonne van for reward without a tacho). The reason you can't take an untaxed vehicle is it shouldn't be on the road (not even it's back wheels while the front's on the dolly). 

 

The flatbeds run tacho's, and are taxed as LGV rather that recovery, in part because they get used for commercial transport, and in part so they aren't restricted to a radius.

 

There's a lot of people out there using 7.5 tonners with no tacho, O-licence, or in the future, CPC on a not for profit basis, generally banger racers, horse boxes, big campers.

Think you only need O licence on vehicles with a GVW over 3.5T i:e anything that has a tacho, A Transit/Ducato type flat bed will be ok but will be getting very close to the 3.5t weight limit. If you run Transit/Ducato type transporters with trailers then I think you then need an O licence as you need a tacho as you will be running over the 3.5t GVW limits, biggest problem is that is is lots of grey areas as the rules and regs are clear as Mud.

Another thing is, some Companies that do long distance transportation -recovery, Trailers, Boats, Caravans etc for hire or reward without needing to relay, used LPG powered tow vehicles with no other fuel source, then no Tacho Graph was required.

(not a lot of people knew that, including some that pulled me in to Road Side checks.)
