The EPC light and oil light stay on when the ignition is turned on while the other lights turn off, however, they do turn off when the engine is turned off. It's a new car is this normal?

I'm confused...do the lights go out when the engine is running? In your photo, it seems the engine is turned off - but in your description, you mention the lights switch off when the engine is switched off...

Only the ignition is on in the picture. When the engine is on the lights do disappear but I just found it weird as to why these two lights stay on when the ignition is on while the others don't 

Yes it's normal... they do stay on when ignition is on but engine not running
