P0299 fault code, EGR??

Did a scan of a friends diesel engine (CFHF) 4wd Yeti & this code came up for the engine module,

 

1 Fault Found:
5171 - Boost Pressure Regulation
          P0299 00 [096] - Control Range Not Reached
          Intermittent - Not Confirmed - Tested Since Memory Clear
             Freeze Frame:
                    Fault Status: 00000001
                    Fault Priority: 2
                    Fault Frequency: 1
                    Mileage: 55974 km
                    Date: 2017.08.04
                    Time: 07:09:59
                    Engine speed: 2575.50 /min
                    Normed load value: 71.0 %
                    Vehicle speed: 84 km/h
                    Coolant temperature: 72 °C
                    Intake air temperature: 16 °C
                    Ambient air pressure: 1000 mbar
                    Voltage terminal 30: 14.400 V
                    Unlearning counter according OBD: 38
                    Charge air pressure specified value: 2466 hPa
                    Charge air pressure: actual value: 2012 hPa
                    Air mass: actual value (mg/stroke): 791.6 mg/stroke
                    EGR Solen.val.: actual value: 62.57 %
                    Throttle valve adapter: actual value: 99.52 %
                    Charge Pressure Actuator: acknowledgment: 79.20 %

Car has been in limp mode various times prior to this code. Car was previously in dealers to get the cause fixed, obviously they wiped all codes & then it threw this after car left dealers workshop. From initial inspection it could be boost hose, but that was supposedly fixed at dealers. Car runs on best fuel & does long runs only. 
 
My question could this be the dreaded EGR which involves taking driveshafts etc off...

 No idea they apparently pushed a hose back on claiming turbo hose loose.

 

Owner knows turbos & says this ain't the case.

 

It apparently has had the VW fix for dieselgate..

 

Owner hasn't had the car all its life & I wonder if this is an underlying problem from previous ownership which is now coming to life...

 

I've done a search on Ross-Tech but that just states boost hoses loose etc for the generic P0299 code..just wanting to know if anything specific to this engine...

 

This leads me to believe underboost or leak....

Charge air pressure specified value: 2466 hPa
Charge air pressure: actual value: 2012 hPa

 

as the actual boost is 18% less than the specified or asked for boost...

Since the car had 'The VW Fix' and has a Warranty why mess around trying to fix when * Dealers name deleted to protect the innocent* 

 need to, or what is the person that did the remap saying about it.

Dealer is messing the owner around & saying they cant see it for ages etc. & the car did not have a remp on it when it threw this fault code..& have just left the dealer after getting a" boost hose fixed " as dealer stated for causing previous limp home modes.

 

I am just trying to give an independent diagnostics on it as the dealer is incompetent IMHO...not getting in spanner work just yet, just power to owners elbow so to speak

Used car warranty,

& a car not fit for purpose ' not of merchantable quality' means the Dealership which is part of the biggest privately owned Used car Dealership Group in Europe need to have it sitting waiting for a Fully Qualified VW Trained Technician to rectify the faults while they provide a courtesy car.

Simple as that really.
