P0405 EGR sensor fault code

I have a Skoda Fabia Greenline II from 2012.

It has had a fault code turn up P0405 which is that one of the sensors is either shorted to ground or the EGR valve is significantly blocked up.

I was wondering what the voltage should be for this sensor. Is there a manual where I can look up nominal readings for the EGR sensors?

 

Is there anything that I might be overlooking? and would a clean of the EGR be reasonable to do?

 

I have had a look in the throttle body and it looks like this, is this normal?

Also had this problem with P048600, can't find much online the answer seems to generally be replace the high pressure EGR, most mechanics say that cleaning is a waste of time.
