Issues with the daylight driving lights

The daylight driving lights has stopped working. This was many years ago - and I decided to try and take a loot at it. Previously I'd use the 'O' position and the one next to it during the day - and switch to the 'low beam' mode for night (which also illuminates the panel).

 

One day this middle mode suddenly does nothing - so I have to switch between 'O' and low beam (skipping the one in between) at all times. According to the manual the low beam should be switched on when I turn on the engine - but it doesn't anymore.

 

Any ideas on how I can start troubleshooting? In my hands I have ODB11, VCDS, Odis. A full scan showed no related errors though. I only have one fault code which I don't really know what to do with - Engine: "Ctrl.module faulty" with a date: 2000-01-01 hmmm.

 

Oh yea - and the switch (fig 34.) isn't there - there is just a hole in my car - I'm thinking that it's probably illegal to turn it off in Sweden.

The discrepancy in the manual is probably due to the fact that cars sold to countries where these lights are mandatory and to switch them off would be illegal will have them hardwired and the switch removed.

I have the switch here in the UK but do not have the lights activated.
Your problem sounds relay related to me.
