as long as the billet used is good quality would this not be the best way of making a block in terms of strength and accuracy?

Yes it would be great, but very difficult to get the oil galleries, cooling ducts etc distributed properly, hence why that block is using wet liners I would imagine, but if a block is cast properly, it will be machined to as good an accuracy as the CNC'd part It is just cast slightly oversized, only its an extra stage in the manufacturing process.

Cost effectivness drives us not to do it I would think, I dont believe it would work out very good. Well if it did I suppose manufacturers would be doing it already, reading down the post on youtube it took about 116 hours of machining time, Im just guessing but after casting an engine block I imagine it would be set up in a Jig and machined in a couple of hours tops.

When you have the mould not that long really, plus you can cast hundreds at a time, to mill 100's at a time you would need 100's of 5 axis machines

it takes about 30 seconds to cast an engine block, the two halves of the die come togther in a machine, the the moltel iron is poured in, then water is pumped around cooling channels in the die, the the dies seperate from each other... it then a long time(probably about a day:eek: ) to cool down enough to be mahined
