In Lee's paint diagram, what is that black bar he has illustrated the welded brackets going to? material also?

I can only comment as an Ibiza owner here rather than a fabia owner but it looks exactly the same as my ibiza and its plastic. Its what the bottom of the bumper would bolt to usually. Im tempted to see if this is strong enough to support the pipe well as it would be easier to mount the brackets there rather than to the engine

by the time you have made the brackets to mount it, bought a map pipe from forge(or made your own), put a bead on the pipes and gone through the development of getting the kit to fit nicely and work well you will be well over the £200 of this straight fix solution
