right this is a strange one for me i got a 1.3 felicia 1999, its always been very tempermental starting first thing but donr a few things and has been better of late untill last week, when its been raining over night or is very damp out its a pig to start it does start after about 3-4 mins of turning over (usally need a jump pack at this stage) now if its been really wet it runs like a tracktor it splutters spits and has now power at first then picks up power if im luck it dont die on me at a junction or somthing. also if i happen to go through a puddle the engine splutters and then dies and wont start for about 30-40 mins, have anyone got any ideas what it could be because i havent.

If it's always hard to start from cold even when it's not damp I'd begin by making sure the valve clearances aren't too tight. These engines are a bit rattly and some mechanics try to quieten them up by reducing the clearances resulting in poor cold starting.

Other than that, the damp starting problem will most likely be an electrical failure, usual suspects are coil pack and flywheel position sensor. If it's the coil pack you may even see signs of it arcing if you watch it while someone else tries to start the engine and rev it.

Mine used to be the same when going through a puddle, for 2/3 miles after it would splutter and be down on power. I assumed the water was just getting where it shouldn't and stayed until it burned off. However having said that I never had the cold start issue you mentioned.

Aside from the valve clearances, try using spray or appropriate (silicone) grease to waterproof the engine's electrics, particularly the HT - the coilpack as it's an MPi.
