12V: odd location

Thank you, similar to what I see now in my car.

But there is one oddity(?) - for some reason 12V is powered even when the car is completely off. Why is that? On my previous car, C5, 12V was only powered when the car was on. Is it VW-specific thingie? I've seen the same behaviour in Polo - "always on".
