Limiters can be moved, it all depends on tuner's knowledge. Though lately engines with speed limiter emerged in VW, it used to be just rpm limit plus fuelling decreasing with rpm. 1.6CR in my 2012 Roomster has 190km/h speed limiter in ECU and it can be reached easily enough on autobahn, in fact I cruised at 185-187 GPS, so I'd say top speed of the Roomster was understated at 112mph brochure vs 118mph actual. I bet Rapid with same engine won't go any faster (brochure 118mph), unless they shifted the engine limit.

2.5TDI in the Mk1 Superb had an rpm limiter that went ~10% higher during a remap, but it gets very thirsty above 4200rpm without much more power.

VW Group cars usually achieve brochure top speed without too much hassle when new. Engine usually has a few more bhp o top of brochure data.

Yes often with the right conditions most cars will go over their rated top speed.

Like I said before my Cordoba had a book top speed of 128mph but I've seen 143mph on the GPS. I'm pretty certain it was standard.

You can work it out if you have the gear ratios thats the only way to know for sure what the "potential" maximum speed is , many cars wont be able to get there as they dont have enough power to get over the drag at high speed , this is why the Fabia maxxes out in 6th not 7th.

So in many cases its drag which limits top speed not gearing
