rough idle on 98 agr octavia tdi when braking

our 98 octavia with 163k on it will regularily go into a rough idle as you come upto stop at junctions. once stopped the idle returns to normal. any ideas? seems almost weight related, as the wieght of the car moves forward under braking.

vacuum issue maybe?

What happens if you slow very gently for a junction, or coast up to one?

If you're really unlucky, the brake servo could be leaking. Check all the vacuum hoses. The arrangement on an early AGR is very simple.
