The new Superb III has one on each front door (well on higher spec models anyway) but only one in the rear door on the MkII AFAIK

Correct - MKI and MKII - Nearside Rear. The MKI is close to a full size brolly and very-well made too, but the MKII is a smaller "stumpy" type.  Presume these'll be the same in the MKIII.

I know lower spec models like the S probably just have a blank where the umbrella should be but even some higher spec models don't get one at all despite the holder being present.  It can be hit and miss.  I'd imagine they forget/get swiped somewhere between the factory and showroom!

Dealers probably steal from the cars when customers claim they have list etc

Yeah, I've often seen sales people take stuff out of new cars sitting in showrooms just to keep other customers happy when they are missing something. Cup holders, tool kits and nodoubt umbrellas 'go missing'.  Easiest thing to do when you're under pressure of course and then it never gets replaced.  The best one was when I had an instrument binnacle and some switches fail on a Fiat I once owned and when I put the salesman under pressure to get it sorted, he instructed one of the mechanics to rip out the dash on a brand new car sitting in the showroom (and probably already sold!) and put it back into mine!!!
