Whats better 1.3mpi low boost or 1.9tdi swap?

Hi. Im a mechanic student and sincewe got noobs this year on a level 2 course Im bored out of my head because we are back to the basics again, so Im looking for a challenge. 
Challenge is: I want to make my good old feli more interesting. Its a fun car dont get me wrong but I want more :D So I have a general idea of what I need and the budget.
Question is, will I be able to get away with 5psi on the 68hp 10.0:1 comp 1.3 or will I need a decomp plate? 
Other question: Is it a smarter idea to get some universal mounts and swap an older CR 1.9tdi in? Is it duable? 1.9tdis are easy as hell to tune and obviously they are turbo from factory but Im not sure which would be easier because swapping engines can get really messy with compatibility.


So what do you guys think? Which one is the smarter, a 1.9tdi swap, or turboing the 1.3? (its a low milage engine btw at 46k)

Ah yeah getting a new car isnt an option before anyone tries to shoot me down :D This whole operation is around 300-400GBP. 1.9tdis cost about 300, and getting some mounts and some other stuff would get it to 400, which is pretty cheap considering the power it will give, however I think turboing the 1.3 is easier, but I dont know how reliable it would be, and it would still cost around 300. So Im not sure which one is better.

Ofc the 1.9tdi can get pricey as well If Im thinking a remap which I definietly do, that would mean a new clutch, and after a while probably I would want more so pd150 injectors and an other turbo so yeah you get my point why Im asking here :D
