I have a Skoda Felicia 1.3i petrol and after the terrible weather last night I parked it up and when I went to start it this morning it wouldn

Damp!!

If your car has ignition leads and distributor i would start with these and disperse any water with WD40. I had similar problems with a Rover and i found a very small hairline crack in the distributor cap so i would check it all thoroughly.

Staying with a car with a distributor check that the coil is also not damp. Then check that all connections are ok including the main earth connection.

On a distributorless (Coil Pack bar over spark plugs) i would just check again for dampness and clean with WD40. Check the small connecting plug for damp especially. Finally i would check your spark plugs are ok. If this isn't your problem then you will need to give some more detail.
