The skoda advert (which I assume is authoritative) pronounces it as far-bia.

I think it would then be oc-tar-via as well

Either pronunciation of Octavia is correct (for some values of "correct") - you can use the Czech pronunciation Octahvia, or you can pronounce it like the female name Octayvia. I prefer Octahvia.

Fabia must have a short 'a' - pronouncing it Faybia just doesn't sound right.

I'd always thought it was oct-ay-vee-a and Fab-eeh-a.
