I reckom it's been done by a custom shop, like on Pimp My Ride. Excellent quality work, but it looks ridiculously over the top.

Like the front strut brace. Is that a stock part or a one off?

The exhaust looks good

At least it's consistent. There is a proper look to the car instead of a load of fins and random styling bizarreness going on. It's a cohesive design whether you like it or not.
