It may be illegal because it's not rectangular, but also meet the specification of the letters being "at least $distance from the edge of the plate".

I've just had a quick look at the attached PDF and believe it or not, it should be okay.

The British Standard for number plates

 

The British Standard sets out the characteristics of the number plate. This includes visibility, strength and reflectivity. To meet the British Standard, each number plate must be permanently and legibly marked with the:

• British Standard number (currently BS AU 145d)

• name, trademark or other way of identifying the manufacturer or supplier

• name and postcode of the supplying outlet.

 

And I can't see that however much I zoom

You're right that it's not possible to read it but by the very fact that it's there, there's a very good chance it will be the BS stuff.
