I’ve just got a 2019 Superb sel exec estate and it has all these symptoms. Any bump or pot hole has it rocking from side to side and it takes a good while before it settles. Even on a motorway there is lots of lateral movement, so much so that my wife complains of car sickness.

    Standard clearance is 141 mm and 140 mm for 3.6 engine. No major change from pre-FL version (142 mm).   Optional Sport suspension 124 mm   Greenline 126 mm   Bad roads package 158 mm

Worth checking that the suspension delivery blocks have been removed:-
