Looks like a standard long shutter opening on a camera using the flash to fire at the begining of the shutter time ("reverse" movment)...on more expensive cameras the flash will/can fire at the end of the shutter opening time so you get "true" movement eg the light trails then the car.

There is a specific camera/flash term for this but I can't remember the name!
