Yes clean it first with a hose then put distilled water and run it for a 20 minutes let it cool, drain the distilled water,repeat,
after 2-4 times (until you see no more rust) add anti-freeze,bleed sytem and you are done.

I'm very skeptical too, here they want to slowly back to normal from 4 may.....hope everything will go fine even because i had change work the 24 of February so I'm "the newer" .....

Back to the felly , i  have to disassemble the radiator to do the process u said?

No you don't have to, 

You can just unscrew the top radiator hose, remove the thermostat, and flush it with your gardening hose. 

The put everything back in place and drain the system from the lowest point. Fill with distilled water, run, repeat. Then fill with antifreeze.
